JAMESTOWN POLICE DEPARTMENT

Samuel J. Welch, 46, of Jamestown was charged Wednesday with criminal obstruction of breathing or blood circulation. At 8 p.m., officers responded to 52 Thayer St. for a domestic incident. Investigation revealed that Welch and a female victim got into an argument, which led to Welch allegedly placing his hands around her neck and throwing her to the ground. Welch was sent to the city jail without incident and will appear in Jamestown City Court at a later date.

Brooke A. Pierce, 22, of Jamestown was charged Thursday with driving while intoxicated and failure to keep right. At 3:08 a.m., an officer on Chautauqua Avenue observed a vehicle failing to keep right and crossing into the opposing lane of traffic. Investigation revealed that the driver – Pierce – was intoxicated. She was sent to the city jail and held on bail. She will appear in Jamestown City Court at a later date.

William G. Bailey, of Jamestown, was charged Thursday with fourth-degree criminal mischief. Thomas C. Bailey, of Jamestown, was charged Thursday with third-degree assault. At 11:42 a.m., officers responded to a fight at 847 Spring St. Officers observed the above individuals in front of the residence where a large window had been broken. Investigation revealed that both of them were allegedly involved in a fight. They were both transported to the city jail and will appear in Jamestown City Court at a later date.

ELLICOTT POLICE DEPARTMENT

A 15-year-old juvenile was charged Wednesday with petit larceny. At 7 p.m., police responded to Hunt Road for a larceny report. Investigation found that a 15-year-old juvenile allegedly stole money from a wallet at the residence without permission. He will appear in Family Court at a later date.

A 15-year-old juvenile was charged Sunday with fourth-degree criminal mischief. At 9:30 p.m., police responded to Hunt Road for a disorderly 15-year-old juvenile throwing objects inside the residence and causing damage to kitchen appliances. He will appear in Family Court at a later date.

Meghan A. Carlson, 27, of Falconer and Layla D. Knight, 31, of Kennedy were charged Monday with endangering the welfare of a child. At 3:54 p.m., police conducted a traffic stop on North Phetteplace Street and West Main Street. Carlson and Knight were found to have several children in the vehicle without car seats. They will appear in Ellicott Court at a later date.

Joshua D. Doud, 32, of Jamestown was charged Tuesday with second-degree criminal contempt and two counts of criminally possessing a hypodermic needle. Police observed Doud walking on Route 60 with a female who had a valid order of protection against him. Police allegedly found two hypodermic needles in his possession. He was remanded to the county jail and will appear in Ellicott Court at a later date.

LAKEWOOD-BUSTI POLICE DEPARTMENT

Samantha T. Williams, 26, of Irvine, Pa., was charged Wednesday with unlawful possession of marijuana. At 11:12 p.m., an officer observed a vehicle with an equipment violation on Big Tree Road in Busti. Investigation revealed that the driver – Williams – allegedly had a baggie of marijuana. She will appear in Busti Court at a later date.

A 16-year-old male from Jamestown was charged Wednesday with second-degree menacing. At 5:59 p.m., officers responded to the Chautauqua Mall for a report of man threatening mall security with a knife. The man was later detained in the parking lot. It is alleged that a 16-year-old male displayed a knife at a mall security officer and threatened to stab him. He was sent to the county jail and is due back in Busti Court at a later date.

CHAUTAUQUA COUNTY SHERIFF’S OFFICE

DUNKIRK – Justin D. Twarog, 19, of Amherst was charged Thursday with driving while intoxicated aggravated DWI per se with blood alcohol content of .18 percent or higher, unsafe tire and improper right turn. At 12:57 a.m., a patrol observed a vehicle making a right turn from Central Avenue onto Millard Fillmore Avenue in Dunkirk. The vehicle apparent had a blown front tire when making the improper right turn. The driver – Twarog – was found to be intoxicated. He will appear in Dunkirk Court at a later date.

NEW YORK STATE POLICE

Tammie L. Yonkers, 41, of Jamestown was charged Wednesday at 11 p.m. with felony driving while intoxicated after a traffic stop for erratic driving on Willard Street. Yonkers was placed under arrest for DWI and transported to the State Police barracks in Jamestown for processing where a blood alcohol of .09 was obtained. She was issued tickets for felony DWI after a computer check showed a previous conviction for DWI. Yonkers will appear in Jamestown City Court at a later date.
