Landfill Traffic Vs. Hours Of Operation

In reviewing the county website, it shows the hours of operation of the Ellery landfill to commercial haulers as 7:30 a.m. to 3:30 p.m. Monday to Friday. Why then are my neighbors and I seeing and hearing out of state waste trucks at 4:30 in the morning?
This happens not only Monday through Friday, but also on Saturday when commercial haulers are not allowed and they sometimes run as late as 6 p.m. The county is allowing this so they can take in more waste per day. They are permitting haulers to stage containers early in the morning before the landfill is even open and it appears that their Saturday runs are to take back all of the empty containers. As a taxpayer and a resident living on a road used and abused by those commercial haulers, I feel the unjust burden of this traffic that occurs outside of the normal operational hours of the landfill. If this were any other business operating before or after hours, creating noise or disturbance to residents, it would be stopped. why is the county allowed to bend the rules?
