City Man Faces Charges For Second Time In A Week

A city man was taken into custody for the second time in a week on drug charges early Friday morning.

Simeon A. Leeper, 37, was taken into custody on a felony warrant for third-degree criminal sale of a controlled substance, and additionally charged with obstructing governmental administration and resisting arrest Friday at 1 a.m.

Jamestown police officers observed Leeper exit the Bullfrog Hotel and enter a vehicle in the parking lot at 1414 E. Second St. in the city. With a valid arrest warrant out of Jamestown City Court for Leeper, officers advised him multiple times to turn off and exit the vehicle. Leeper remained locked in the vehicle, and continuously put his hands in his pockets and reached around the vehicle while refusing to exit.

Officers then broke the passenger side window of the vehicle to gain access to Leeper inside. At this point, Leeper exited the vehicle on his own but refused to comply with multiple directives to get down on the ground. Officers had to place Leeper on the ground where he continued to struggle in an effort to prevent himself from being handcuffed.

Leeper was eventually transported to Jamestown City Jail without further incident and is currently being held there pending arraignment.

Leeper was picked up almost exactly a week prior when investigators and the SWAT team executed a search warrant at 846 Lafayette St., Apt. 1. Inside, Leeper and another man were found with a quantity of crack cocaine, drug paraphernalia and a quantity of cash. Upon initial entry into the residence, investigators saw Leeper flush a quantity of drugs into a toilet.
